Strand Local Land Charges System
The STRAND Local Land Charges system offers a raft of innovative features that could only come from close liaison with dedicated Land Charge professionals.
The Departments on Line feature enables all involved offices - including remote offices - to be connected to the system and input responses to questions directly from their PCs. This speeds up response times significantly by removing the need for "snail mail". A built in inter department email facility enables quick responses to ad hoc questions and queries.
The system incorporates all the standard Con29 questions and answers to questions and to speed up non standard input, has a "QuickText" facility that allows input of pre-defined commonly used answers from a short code.

LAND AND PROPERTY
A 4-tier database with levels for Areas, Streets, Sub Streets and
Properties. Flags exist to identify properties that are subject to
National Parks or Common Land Criteria.
PART AND CHARGE TYPES
Two files that allow the setting up of standard records for the
Register. Each record can contain common text that is edited when a
charge is applied specifically to each property.
DEPARTMENTS
A file that allows the setting up of Departments who must respond to
Search requests. Each record contains the questions that are allocated
to that department, to allow the automated generation of relevant
questions.
CON 29 QUESTIONS / ANSWERS
A full set of standard questions and answers are included and built
into the system. In addition a second set are also provided for National
Parks purposes. Ready for new CON29s.
APPLICANTS
This database holds details of applicants who have previously
requested searches. Each record contains a flag for those with account
status, which can be used to generate sundry debtors.
FEES
The fee table is used to establish all charges globally. Apart from
the LLC1 & CON29 requirements, there are fields for additional parcels,
expedition and Public Search charges. In addition, there are four fields
which can be user defined - two for fixed and two for variable
miscellaneous fees. All calculations for these Fees are performed
automatically.
SYSTEM ADMINISTRATION
Several databases provide for functions such as performance
monitoring, deletions of expired charges and global setting of System
parameters.
LOCATING PROPERTY
Property can be located by searching in one of four different ways:-
a) Street Name / Number b) Post Code c) House Name d) Address Point

APPLYING CHARGES
Charges are applied by selecting the appropriate Part and Charge
Type from the relevant databases. The default text can then be edited as
required before the charge is associated directly with the property.
Charges can be applied at any of the 4 levels of the Land & Property
database, directly affecting all properties below that level.
EXCLUSION OF CHARGES
Charges may be excluded at any of the four levels, enabling quick
addition of charges at a high level and individual exclusion at a lower
level.
QUICK TEXT
Standard responses to questions can be added using the QuickText
feature. User defined standard answers can be selected from a code list.
These responses can be amended or supplemented with further responses.
QUICK DOCUMENTS
This feature enables documents from word processors and other
programs to be appended to searches.
FEES
Fees are calculated automatically on input of the relevant search
details. The fee can be manually overridden if required. APPLICANTS
Applicants can be selected from the existing file of records, or input
as new and included in that file.
CHARGES
The number of charges on all properties included in the search is
reported to the screen after the property has been located. PRINTING All
printing is automatic once the search has been confirmed. Outputs
include LLC1 response and all CON29 documents. Questions are
automatically generated for relevant Departments.
AUTOMATED 'DEPARTMENTS ON LINE'
Copies search to relevant departments and allows them to respond
with answers on line. Shows Urgent searches and those under review.
Displays to the department the number of searches received and
outstanding and those waiting more than 6 days. Full mail facility for
notes between departments.
PUBLIC SEARCHES
This Module provides a facility to allow members of the public to
carry out searches. The program is protected to provide restricted
access to other areas of the System. Searches can only be undertaken in
the areas stipulated at the outset of the search.

Full seamless interface to a Windows based GIS.
BOUNDARY MAINTENANCE
Boundary maintenance feature for proper maintenance of property data.
AUTOMATED CREATION OF PROPERTIES
Create whole streets with odd, even, or continuous numbering
DATA CONVERSION FACILITIES
Your data converted from Address Point free of charge.
